The Flemish government has announced plans to transform the former NATO site and military Queen Elisabeth Quarter near Brussels into a mixed-use zone and a new woodland area spanning

over 30 hectares. The government has provisionally adopted the draft of the Regional Spatial Implementation Plan (GRUP) 'Defence' in Zaventem.

The project aims to enhance the quality of life and promote the green character of the Vlaamse Rand. A significant portion of the site will be dedicated to afforestation, creating a new green lung for the region. Additionally, the plan includes measures to allow rainwater to seep into the ground, addressing the challenges of water runoff in the paved and densely built-up area.

As part of the transformation, the Ministry of Defense intends to relocate the Queen Elisabeth Quarter to a new headquarters on the old NATO site on Boulevard de Léopold III. The Flemish government envisions allocating 33 hectares for open space and 7 hectares for mixed industries in this area.

The GRUP 'Defence' plan adopts a coordinated approach between the Flemish and Brussels regions. It seeks to connect more than 200 hectares of contiguous open space in the Vlaamse Rand and the Brussels Region. The future forest and park area will be accessible to residents, pedestrians, and cyclists, providing recreational opportunities for the community.

In October and November 2023, the Environment Department will organize a public inquiry to gather feedback and input on the draft plan for the GRUP 'Defense'.
